Illinois Governor Thomas Carlin, embarrassed by the inability of his state law enforcement officers to capture Joseph Smith, issued a "proclamation" setting forth the legal basis for issuing the arrest warrants for Smith and Rockwell, reciting that they had "resisted the laws by refusing to go with the officers who had them in custody," and offering a reward of $200 for their apprehension.
